A year after the EU began measuring shipping's emissions on its own trade, the IMO built the global equivalent. The Data Collection System — DCS, established under MARPOL Annex VI and collecting data since 2019 — obliges every ship of 5,000 GT and above engaged in international voyages to report its fuel consumption annually. Where MRV illuminates voyages touching Europe, DCS is the ledger for the world fleet.

The reporting cycle

The DCS year runs on a fixed rhythm. On board, the ship collects data across the calendar year: fuel oil consumption by fuel type, distance travelled, and hours underway, alongside the ship's particulars. The methodology is not improvised — it is documented in advance in the ship's Data Collection Plan, and the collection duty sits with the ship all year, every year.

After 31 December, the aggregated data goes to the flag Administration or a Recognised Organisation acting for it — classification societies, in practice — by the end of March. The flag or RO verifies the submission and issues a Statement of Compliance (SoC) by the end of May, which the ship keeps on board. The verified data then flows into the IMO's ship fuel oil consumption database, where it informs the IMO's policy work in anonymised, aggregated form.

SEEMP: the document that holds it together

The DCS duties live inside a document every seafarer knows: the Ship Energy Efficiency Management Plan. Its three parts map the last decade of IMO regulation neatly. Part I — carried by all ships of 400 GT and above since 2013 — is the management plan proper: the ship's measures and procedures for operating efficiently. Part II — ships of 5,000 GT and above — is the Data Collection Plan that DCS reporting runs on. Part III arrived with the CII era: the ship's plan for achieving its required carbon intensity, and the home of any corrective action plan a poor rating triggers — the subject of the next lesson.

DCS and MRV, side by side

Operators sail under both regimes at once, so the differences are worth having straight. Scope: DCS is global and route-blind; MRV covers EU/EEA-related voyages. Granularity: DCS collects annual aggregates; MRV reports voyage-level detail including cargo carried. Verification: DCS runs through the flag state or its RO; MRV requires an accredited independent verifier. Transparency: MRV data is published per ship; DCS data reaches the IMO anonymised. One consequence is practical and daily: the same fuel figures feed both systems, so a fleet whose measurement chain is disciplined files two consistent reports from one dataset — and a fleet whose chain is loose gets to explain the discrepancies.

Why does the global ledger matter commercially? Because it stopped being passive. From the DCS data, each ship's carbon intensity is now computed and rated — a grade recorded on the very Statement of Compliance the ship carries. The IMO's database stays anonymised; the grade does not stay private in practice, because the market asks for it. That is where the story sharpens.
